Croatia, a beloved destination for tourists, is facing a growing challenge in its labor market, particularly as its tourism sector struggles with severe worker shortages. The country, which relies heavily on seasonal workers for its tourism industry, is now in urgent need of foreign labor to ensure a successful season.
Labour Shortages Jeopardize the Tourism Sector
According to Schengen.News, Croatia is experiencing a labor shortage that threatens its tourism industry. In 2022, approximately 30,000 seasonal workers were needed in the first half of the year to meet the demands of the tourism sector. By 2023, this number decreased to 21,000, but this does not signal an end to the labor shortage problem. The demand for seasonal workers remains high, particularly in industries such as hospitality, food service, and hotel management.
Government’s Response to the Crisis
Ivana Mehle, Deputy Director of the Croatian Employment Service (CES), emphasized the importance of foreign workers for the country’s economy. Croatia’s Interior Minister, Davor Božinović, also echoed this sentiment, stating that foreign workers are crucial for various sectors, including tourism, construction, and services. The Croatian government has pledged to continue supporting foreign workers, ensuring they receive the same rights and dignity as local workers.

Growing Demand for Seasonal Workers from Asia
While Croatia has historically relied on workers from neighboring Bosnia and Herzegovina, the demand for seasonal workers has expanded to distant countries in Asia. According to Ivana Mehle, the number of workers coming from countries such as Nepal, India, Bangladesh, and the Philippines is increasing. This shift is due in part to the liberalization of the Law on Foreigners, which has made it easier for foreign workers to enter the country and fill the gaps in key industries.
Sectors with the Greatest Need for Workers
The hospitality and hotel sectors are seeing the highest demand for seasonal workers, particularly in roles related to accommodation services, food preparation, and customer service. Additionally, administrative roles in travel agencies, car rental companies, and facility maintenance are also in high demand. The transport and warehousing sectors round out the top three industries requiring seasonal workers.
Record Number of Work Permits Issued in 2024
In response to the growing demand, Croatia has issued a record 171,000 work permits in 2024, representing a 14% increase from 2023. This is a clear indication of the country’s effort to address the labor shortage and secure the success of its tourism season.
